The Rules of Issuing Visas for Entry into Ukraine and Transit Through its Territory, approved by the Resolution of the Cabinet of Ministers of Ukraine dated March 01, 2017 No 118, Items 3-8, 23-27, 31 and Appendix

Visas status, visas validity. The list of document that is submitted for visa processing.

  1. Depending on the purpose of travel the visas are divided into the types, which shall be designated by the letter code (by letters of the Latin alphabet - in the machine readable zone):
  1. transit visa (shall be designated by the letter B, in the machine readable zone - VB).
  2. short-term visa (shall be designated by the letter C, in the machine readable zone - VC).
  3. long-stay visa (shall be designated by the letter D, in the machine readable zone - VD).
  1. Transit visa is issued to foreigners and stateless persons in the case of transit travel through the territory of Ukraine to a third country, as well as in the case of the transit transportation of goods and passengers by automobile transport.

Transit visa is issued as a single-entry, two-time or multiple entry for the period specified in the documents that are the basis for the arrangement of such a visa, but it shall not be issued for no longer than one year, unless otherwise is provided by the international agreement of Ukraine. At the same time, the period of stay within Ukraine during each transit passage through its territory shall not exceed five days.

The short-term visa is issued to foreigners or stateless persons a for entry into Ukraine if the period of their stay in Ukraine does not exceed 90 days within 180 days.

The short-term visa is issued as a single-entry, two-time or multiply and usually the mentioned visa is valid for six months or during the period specified in the documents, which are the basis for issuing such a visa, but this period shall not be longer than five years.

Herewith visa validity shall not exceed passport expiration date in light of the requirements of the paragraph 2 of the subparagraph 5 of the Item 5 of this Rules.

If the foreign state issues visas to citizens of Ukraine for the term exceeding five years, validity period of the short-term visa for citizens of such a state is defined by the department of consular service of the Ministry of Foreign Affairs on the basis of the principle of reciprocity.

The long-stay visa shall be issued to foreigners and stateless persons for entry to Ukraine with the purpose of processing documents that give the right to stay or live in Ukraine for the period exceeding 90 days.

The long-stay visa is issued by a foreign diplomatic organization of Ukraine as a multi-entry visa for 90 days unless otherwise is provided by the legislation or international treaties of Ukraine.

The term during which the foreigner or stateless person may enter Ukraine and stay within its territory is noted in the visa label.

  1. The following documents shall be submitted to the authorized institutions to process any visa status (unless otherwise is provided by the legislation or international treaties of Ukraine):
  1. the passport documents that shall conform the following requirements::
    • be valid for at least three months after the declared date of the departure from the territory of Ukraine;
    • to contain not less than two free pages;
    • period of availability is not more than 10 years.
    1. filled out and signed visa application form. The visa application forms on behalf of the disabled persons shall be submitted by the legal representatives of such persons. The visa application forms shall be submitted separately by each person, who is written-in the passport document of the foreigner or stateless person and crosses the state border of Ukraine along with the owner of the document. The visa application forms of minors shall be submitted under the signature of a parent or legal representative;
    2. one color photo of a size 35 x 45 mm;
    3. valid medical insurance covering the expenses at least in amount of 30,000 euros or the equivalent amount in another currency, unless otherwise is provided by the legislation or international treatment of Ukraine. The availability of the health insurance, which shall be valid for the period of the first planned trip to Ukraine, shall be checked in case of consideration of the application for a multiple-entry visa. The mentioned requirement shall not be applied to individuals who use diplomatic or official passports;
    4. documents confirming the availability of a sufficient financial security for the planed period of stay and return to the country of residence or for transit to the third country or possibility to obtain sufficient financial security in a lawful way on the territory of Ukraine in accordance with the “Procedure of confirming a sufficient financial security of foreigners and stateless persons to enter Ukraine, stay within Ukraine, transit through the territory of Ukraine and travel beyond its borders and the determination of the amount of such a security” approved by the Decree of the Cabinet of Ministers of Ukraine dated December, 04 2013 No 884. The availability of a sufficient financial security for the period of the first planned trip to Ukraine shall be checked in case of a visa application for a multiple-entry visa. The mentioned requirement shall not be applied to individuals who use diplomatic or official passports;
    5. document confirming payment of a consular fee, unless otherwise is provided by the legislation or international treaty of Ukraine.
    1. In addition to the documents as defined in the Item 5 of this Rules, one of the following documents shall be submitted for transit-visa purposes:
    1. a document that confirms the transit nature of the trip (visa for entry into the territory of a third country (if so required), a ticket, etc.);
    2. a document that confirms the transit nature of the transportation of goods and passengers by automobile transport;
    3. a license for international transport issued by the relevant competent authority of the foreign country.
    1. In addition to the documents as defined in the Item 5 of this Rules, one of the following documents shall be submitted for short-term visa purposes:
    1. an invitation from the legal entity that is registered in Ukraine; the invitation shall be issued on the official form and contain a number of the entity in the Unified State Register of Legal Entities, Individuals - Entrepreneurs and Public Associations, registration number, date and signature, surname, name, parental name of the invited person, information about his/her date and place of birth, citizenship, passport document requisites, place of residence, purpose of travel, period of the planned visit of Ukraine, number of entries and place of stay in Ukraine, obligations of the legal entity to incur the possible expenses connected with the stay and departure from Ukraine of the invited person;
    2. a notarized invitation from a citizen of Ukraine, foreigner or stateless person, who are temporarily or permanently residing on the territory of Ukraine on legal grounds. The invitation shall contain surname, name, parental name of the individual, requisites of a passport document and permanent or temporary residence permit (for foreigners or stateless persons), residential address, as well as surname, name, parental name of the invited person, information about his/her date and place of birth, citizenship, passport document requisites, place of residence, purpose of travel, period of the planned visit of Ukraine, number of entries and place of stay in Ukraine, obligations of the individual to incur the possible expenses connected with the stay and departure from Ukraine of the invited person. Copies of the passport document and permanent or temporary residence permit (for foreigners and stateless persons) of the person-host party shall be attached to the invitation;
    3. an invitation from the state body, state institution, state enterprise or state organization;
    4. an agreement on the transportation of goods and passengers by automobile transport, as well as a license for international transportation;
    5. a certificate of a foreign Ukrainian. The spouse of a foreign Ukrainian and his/her children shall submit a document confirming the relationship of kinship;
    6. a document that confirms a tourist nature of the trip;
    7. an invitation from the medical institution of Ukraine приглашение заведения охраны здоровья;
    8. a document confirming investment activities in accordance with the legislation on the regime of foreign investments on the territory of Ukraine;
    9. a document confirming the foreigner's real estate title on the territory of Ukraine;
    10. an invitation from a religious organization coordinated with the state body of Ukraine that registered a statute (regulation) of the relevant religious organization for a short stay with the purpose of preaching religious beliefs, performing religious rites or other canonical activities;
    11. an application of a foreign mass media for a visa for a foreign correspondent or representative of a foreign mass media who travels to Ukraine for a short stay in order to fulfill his/her official duties;
    12. applications of state authorities of foreign countries or international organizations;
    13. Resolution of the Central Election Commission on the registration of official observers from foreign states and international organizations in the elections of the President of Ukraine, people's deputies of Ukraine, local elections and all-Ukrainian referendum;
    14. a document confirming that a foreigner is a husband, wife, father, mother, child of a citizen of Ukraine.

    The short-term visa may also be issued upon a written decision of the head of a foreign diplomatic institution of Ukraine or the department of the consular service of the Ministry of Foreign Affairs, in case of entry into Ukraine of the foreigner or stateless person with the purpose of securing interests in the sphere of foreign and domestic policy or in cases that are of a humanitarian nature.

    1. In addition to the documents as defined in the Item 5 of this Rules, one of the following documents shall be submitted for long-stay visa purposes:
        1. a certified copy of the permit for the employment of foreigners or stateless persons. Foreigners and stateless persons, whose employment in accordance with the legislation of Ukraine is carried out without permission for the employment of foreigners, provide only a labor contract instead of such a permission, and individuals having status of the foreign Ukrainian provide the labor contract and the certificate of the foreign Ukrainian;
        2. a copy of the decision to grant permission to a foreigner for immigration, issued by the State Migration Service of Ukraine;
        3. a document confirming the membership in a family of a person recognized as a refugee in Ukraine or a person in need of additional protection or who is granted with temporary protection in Ukraine;
        4. an invitation to study (internship) issued by the higher educational institution of Ukraine; such an invitation shall be registered in accordance with the procedure established by the Ministry of Education and Science;
        5. an invitation from a government agency, enterprise or organization that is a recipient of an international technical assistance project;
        6. an invitation from a religious organization, which is coordinated with the state agency that registered a statute (regulation) of the relevant religious organization, for a long-term stay with the purpose of preaching religious beliefs, performing religious rites or other canonical activities;
        7. an invitation from a branch, department, representative office or other structural unit of a public (non-governmental) organization of a foreign country registered in accordance with the established procedure;
        8. an invitation from branches, departments, representative offices of a foreign economic entity registered in accordance with the established procedure;
        9. an invitation from a branch or representative office of a foreign bank registered in accordance with the established procedure in Ukraine;
        10. an application of a foreign mass media for a visa for a foreign correspondent or representative of a foreign mass media who travels to Ukraine for a short stay in order to fulfill his/her official duties;
        11. applications from authorities of foreign countries or international organizations for visas processing for agents and servants of diplomatic missions and consular offices, international organizations and their missions (and for members of their families) who enter Ukraine for a long-term stay with the purpose of performing their official duties;
        12. an invitation from the relevant state body that is responsible for the implementation of cultural, educational, scientific, sports, volunteer programs for participation in which a foreigner enters Ukraine, or an invitation from an organization that involves volunteers in the performing of its activities, data on which is published on the official web-site of the Ministry of Social Policy along with the copy of the certificate of official registration of such organization or institution;
        13. a document confirming the fact of marriage with the citizen of Ukraine (if the marriage between the citizen of Ukraine and the foreigner or stateless person is registered outside Ukraine under the law of a foreign state, the validity of such a marriage is defined in accordance with the Law of Ukraine "On international private law"). The documents issued by foreign authorities shall be legalized unless otherwise is provided  by the legislation or international treaty of Ukraine, and shall be submitted along with the translation into Ukrainian certified under the prescribed procedure (if it is impossible to translate such documents into Ukrainian these documents shall be translated into English).
        14. a document confirming the belonging to the family of a foreigner or stateless persons who has a residence permit in Ukraine (the documents issued by foreign authorities shall be legalized unless otherwise is provided by the legislation or international treaty of Ukraine, and shall be submitted along with the translation into Ukrainian certified under the prescribed procedure; if it is impossible to translate such documents into Ukrainian these documents shall be translated into English), the copies of the relevant residence permit in Ukraine as well as of the document confirming that the foreigner has a sufficient financial security for the maintenance of family members in Ukraine;
        15. other documents if it is provided for under the international treaties of Ukraine.

      Consular fee for visa processing

      1.  The Diplomatic mission and consular institution of Ukraine out of Ukraine charge a consular fee for visas processing of B, C, D types at the rate of 65 US dollars, unless otherwise is provided by the international treaties of Ukraine.
      2. The consular fee is charged in a double amount for an urgent visas processing or visas processing outside of working hours.
      3. The consular fee is charged in amount of 150 tax-free minimums income of an individual for visas processing at the checkpoints across the state border of Ukraine. In this case the consular fee in a double amount is not charged.
      4.  If the foreign state charges Ukrainian citizens consular fee for visas processing, that exceeds the tariff rate established by the provisions of the paragraph 23 of this Rules, a foreign diplomatic organization of Ukraine when issuing of visas to foreigners who are citizens of such a state, charges a consular fee in the light of the principle of reciprocity upon coordination with the Ministry of Foreign Affairs.
      5. The processing of visas is performed at zero rate for the following categories:
        1. children under six years old;
        2. foreign Ukrainians under condition of presenting the certificate of a foreign Ukrainian, spouses of foreign Ukrainians, their children;
        3. individuals who enter Ukraine on official matters and use diplomatic or official passports;
        4. agents of foreign diplomatic missions and consular offices in Ukraine and the agents’ family members;
        5. servants of international organizations and their representative offices in Ukraine, as well as members of the servants’ families;
        6. agents of representative offices of countries at international organizations, which headquarters are located in Ukraine, and who use diplomatic privileges and immunity in Ukraine in accordance with the statutory documents of such organizations or relevant international agreements, as well as members of the agents’ families;
        7. heads and members of official delegations of foreign countries and individuals that accompany such delegations (individuals) who arrive to Ukraine at the invitation of the President of Ukraine, Verkhovna Rada of Ukraine, President Administration of Ukraine, Cabinet of Ministers of Ukraine and Ministry of Foreign Affairs of Ukraine;
        8. individuals, who perform the functions of honorary consuls of Ukraine, their spouse and minor children;
        9. individuals, who enter Ukraine to participate in the realization of duly registered international technical assistance projects on the invitation of a state institution, enterprise or organization of Ukraine, which is a recipient of such a project;
        10. employees of foreign rescue services, who enter Ukraine to eliminate the consequences of an emergency situation on the appeal of the State Emergency Service of Ukraine;
        11. representatives of military formations and institutions that enter Ukraine on official matters at the invitation of the relevant state authority;
        12. official observers from foreign states and international organizations (that are registered by the Central Electoral Commission) in the elections of the President of Ukraine, people's deputies of Ukraine, local elections and All-Ukrainian referendum;
        13. other individuals entering with the aim of ensuring interests of Ukraine in the sphere of foreign and domestic policy and humanitarian issues on the basis of the written decision of the head of the foreign diplomatic organization of Ukraine or department of consular service of the Ministry of Foreign Affairs.

      1. The consular fee is not refundable in case of refusal to issue a visa.
